Definitions 

• Coach: A person designated as team spokesman. One who is either a player or non-player.
• Player: A person who actively participates in the game whether they are playing or sitting on the bench and who is on the roster.
• Spectator: A person watching games for entertainment with no physical involvement.
• Contest Area: Field of play, Town of Silverthorne facility or park.
• Participation: Any involvement in the Town of Silverthorne activities such as spectating, officiating, playing, coaching, registering for classes, or attending non-sporting events.
• Recreation Activity: Any class or event sponsored by the Town of Silverthorne.
• Program Supervisor: The Town of Silverthorne employee designated to organize and supervise activities.
• One-Minute Clause: One minute shall be allowed for a suspended player(s) to remove themselves from the designated Contest Area. If this time limit is not met the authorities will be called.
• Conduct Committee: Parks, Recreation, Open Space and Trails Management team.

Code of Conduct

• No Player Shall: Lay a hand upon, shove, strike, or threaten an official, player, spectator, or supervisor. Officials are required to suspend players immediately from further play and report such players to the Program Supervisor. Such players shall remain suspended until the Conduct Committee has considered their case. Minimum Penalty: Suspension from two consecutive games, placed on probation for the remainder of the season. Maximum Penalty: Suspension from all recreational activities for one year and probation for the following year, case is subject to review the beginning of the following year.
• No Player Shall: Refuse to abide by official’s decision. Officials are required to suspend player immediately from further play and report such player to the Program Supervisor. Minimum Penalty: Placed on probation for remainder of season and suspension from one games. Maximum Penalty: Suspension from two consecutive games, placed on probation for remainder of season.
• No Player Shall: Make obscene gestures or objectionable demonstrations of dissent of official or supervisor’s decision. Minimum Penalty: Warning by the official. Maximum Penalty: Removal from the game and suspension from one  game.
• No Player Shall: Use unnecessary rough tactics in the play of the game against the body and person of an opposing player. Officials are required to suspend players immediately from further play and report such players to the Program Supervisor. Minimum Penalty: Placed on probation for remainder of the season and suspension from the team’s next game. Maximum Penalty: Suspension from two consecutive games, and placed on probation for the following year.
• No Player Shall: Make verbal attack upon any player, official, spectator or supervisor. Officials are required to suspend player immediately from further play and report such player to the Program Supervisor. Such player shall remain suspended until the Conduct Committee has considered their case. Minimum Penalty: Placed on probation for the remainder of the season and suspension from one game. Maximum Penalty: Suspension from all recreational activities for one year and probation for the following year, case in subject to review the beginning of the following year.
• No Player Shall: Appear on the Contest Area under the influence of alcohol or drugs in such a manner as to not have control of their faculties to the extent that they are inclined to hurt themselves or another player. Minimum Penalty: Suspension for one game and placed on probation for the remainder of the season. Maximum Penalty: Suspension for the remainder of the season.
• No Player Shall: Smoke or chew tobacco while coming off or going on any Contest Area, or in any area of the building. Minimum Penalty: Warning from the official, or Program Supervisor. Maximum Penalty: Removal from the game.
• No Player Shall: Consume or possess alcoholic beverages while in Recreation Center. Minimum Penalty: Officials are required to forfeit the game in the opponent’s favor. Maximum Penalty: Suspension for the remainder of the season.
• No Player Shall: Complain about judgment calls made by the official. Only the designated team representative may discuss, in a polite manner, any call or ruling with an official. Only clarifications may be discussed. Minimum Penalty: Warning by official. Maximum Penalty: Suspension for the remainder of the season.
• No Spectator Shall: Make obscene gestures, use profanity, incite opposing players to fight or possess alcohol in the recreation center. Other actions that are detrimental to the purpose of a game will not be allowed. Minimum Penalty: Warning by official. Maximum Penalty: Suspension from the facility.

Special Notes

• Any player being placed on probation for the remainder of the season and reported again for violation of the “Code of Conduct” will be suspended for the remainder of the season.
• All suspension and disciplinary actions are subject to review by the Conduct Committee of the Town of Silverthorne Recreation Department. Incidents of blatant misconduct and perceptual violation of the “Code of Conduct” may lead to indefinite suspension from Recreation Activities with the Town of Silverthorne. The Conduct Committee’s decision if final.
• Any person wishing to appeal a decision reached by the Town of Silverthorne Recreation staff should do so by submitting a written appeal, within 24 hours after the incident has occurred, to the Recreation Coordinator of Sports and Athletics.
• Minimum and maximum penalties are to the extreme-penalties may also be assessed anywhere in between.
• A letter or e-mail will be sent to the Manager/Coach of the team and the player affected by the decision, describing the action that will be taken against him/her.

The goal of this league is to have fun, meet other players, and enjoy the beautiful outdoors. Competition is always a part of league play; however, it is not the main priority for this league. Please expect players of different levels and different experiences.

• There are no league officials, however, we will have a league supervisor. Team Captains are responsible for explanations, dissemination of all information, and enforcement of league rules and policies for their team.
• Teams may have an unlimited number of players on their roster. No more than six players may participate in a night.
• No food or drink in the play area. No smoking. No glass.
• Teams may warm-up depending on time available – warm up time is not guaranteed.
• First two games will be played to 21, cap at 23, and third game tie breaker, if necessary, will be played to 15, cap at 17. Third games will be played to a lower number of points if necessary, in order to keep matches within the 45 minute per match time limit. Rally scoring will be used.
• Coin flip/Row Sham Bow/Princess Bear Hunter...to determine service or choice of court.
• Teams will switch sides when one team reaches 11 in a match that is played to 21. Teams will switch sides when one team reaches 8 points in a match to 15... Sun and wind can be strong factors in the outdoor game. This rule helps to keep the games fair.
• If there is a play that both team captains cannot agree on, contact the League Supervisor. If the question is related to a rule, the League Supervisor will clarify. If not, a replay will be initiated.
• One, 30 second time out per game per team. Injury time out may be called, please notify League Supervisor in this situation.
• Substitutes for an injured player may be made at any time. The substitute will assume the position of the injured player.
• Teams must maintain serving rotation. Players may play anywhere on the court, as long as the serving rotation stays in order.
• Players must call the score loudly before each play. Always say your score first and then the opposing team’s score. Say or think: “4 serving 2” another way to say this is “4 2”.
• Lifts and doubles will only be called in this league when players on the same side as the infraction make the call on their own team. This is a recreational, learning league. Please do not call infractions on another team.
• Rules
• Every serve equals a point (rally scoring)
• Only 3 touches allowed per side
• If the ball lands on the line, it is “in” or good
• Infractions where the other team gets the ball (and the point)
• Two sperate hits to a ball from the same person
• Any touch to the net during the play
• Any full body part under the net and on the other side
• In this coed volleyball league, teams can play with 3 or 4 players. The following is a list of possible team combinations:
• 3 females + 1 male
• 2 females + 2 males
• 1 female + 3 males
• The flexibility of having many valid team combinations will help decrease forfeitures and increase the number of games played.

• All players must check in at the front desk. Players may check in up to 15 minutes prior to scheduled game start time. Facility usage is limited to the gym and locker rooms only. Showers are not available to players if their games end after the recreation center is closed.
• Shoes that mark the floor are not allowed. Players should wear non-marking gym shoes during games.
• Kicking the volleyball after the play is finished, is not allowed. Penalty for kicking the ball will be 1 point to the opposing team.
• All players must be on a roster before playing. Please print clearly and include phone and e-mail. Rosters serve as a waiver and source of information for identifying those playing in the league.
• Information on rosters will be used for players and Silverthorne Recreation Center staff to communicate with each other about volleyball.
• Game time is forfeit time for first game. Match is forfeited 10 minutes past scheduled game time.
• League standings will be kept per matches won, unless otherwise noted.
• League standings tie breakers: 1st, team with least forfeits overall(number of time team has forfeited, not number of times other teams have forfeited when playing against them), 2nd,head to head record between tied teams, 3rd, point difference between tied teams.
• The Silverthorne Recreation Center closes at 9 p.m. All players and spectators must be in the facility before 9 p.m., re-entry after 9 p.m. will not be possible. Leagues often continue play after the center closes. Once the recreation center closes:
• League members may only use the gym: locker rooms will not be available after 9pm
• Spectators staying after 9 p.m. must be 18 or older and associated with a league player
• Spectators 6 & younger before 9 p.m. must be supervised by an adult

• The ball is out of play if it hits the center court curtain, track, or walls. It will not be replayed. Player may not push the curtain out of the way to reach the ball before it goes “out of play”.
• The ball is out of play if it hits the ceiling, the ceiling fan, or the basketball hoops while going over the net to the opposing team. The ball is playable if it hits the ceiling and stays on the same side of the net and the team then follows up with a clean hit over the net. A replay may be called for balls that hit the ceiling fan when there is a third hit remaining, and the ball would have stayed on that same side for a possible play.
• One, 30 second time out per game per team.
• Teams may warm-up depending on time available – there is not a guaranteed warm up period.
• Substitutes for an injured player may be made at anytime. The substitute will assume the position of the injured player.
• Team Captains are responsible for explanations, dissemination of all information, and enforcement of league rules and policies for their team.
• All 2008 USA Volleyball rules apply if not mentioned in Silverthorne Rules.

• Players are required to rotate serve only.
• All players are considered front row, and may attack and block.
• Teams may play with as few as three players. Teams with 2 or one player will forfeit.
• All players must be on a roster, either the team roster or the player’s pool rosters are acceptable. By signing a team roster, you are committing to playing with that team only.  By signing the player’s pool roster you may play with different teams. Players may be added to rosters at any time during this league. During the end of season tournament, player’s pool player may only play with one team. Teams are encouraged to recruit new players throughout the year in an effort to keep the league growing.
